Save the Children

Location: Somalia - Hargeisa

Job Purpose

Save the Children aims to support the establishment of a protective environment where children and their families would live a peaceful life with supportive national and community based support structures and systems in place. There have been efforts by government, UN agencies, Save the Children and other international and local organisations to establish requisite foundations for effective protection systems, but there still remain significant gaps in realising this goal.

Save the Children aims to build on earlier efforts by facilitating two levels of child protection trainings for field workers and government officers in Somaliland. The two trainings shall be:
• TOT for SC staff and implementing partners
• Tailor made training for duty bearers from key line ministries (MOJ, MFASD)

It is hoped that the two trainings will increase/strengthen the knowledge of field practitioners and help in further clarifying the respective roles and responsibilities of relevant government institutions, civil society organisations and local communities. The training will also aim to support participants to identify existing links and supportive networks between the various actors, and to mark out strategies to strengthen the links. Save the Children will facilitate the participation of protection counterparts from Puntland with the aim of establishing similar support structures and systems in that region. At the end of the trainings a standardised child protection guideline and training manual for child protection practitioners and government officers will be developed and disseminated to relevant actors as a key resource for child protection work in Somaliland.

Overall Impact:
A protective environment that listens to children and values their opinions on issues/decisions that affect their lives established.

Specific Outcomes:
• Participants are familiar with contents of the new ARC resource pack.
• Participants are able to use ARC as a guide in all aspects of work with children in emergencies and post emergency contexts.

Scope of Work
The trainer is expected to undertake the following:
• Develop a comprehensive ARC TOT package for the training in Somaliland
• Develop a tailor made training package for key government officers and relevant duty bearers.
• Develop a standardized child protection guideline and a training manual adapted from ARC and suited to the needs in Somaliland.
• Train twenty (20) child protection practitioners in the following ARC modules:
1. Foundation modules: Understanding childhoods, Child rights-based approaches, Programme design, and Participation and inclusion.
2. Critical issue modules: Abuse and exploitation Separated children and Children associated with armed forces or armed groups.
NOTE: Each participant should select one critical issues module that they would like to focus on during the training.

• Train thirty (30) selected government officers and civil society organizations staff in tailor made ARC for managers and practitioners.
• Submit a training report and 20 printed copies of standardized child protection guide and training manual to Save the Children as will be specified in the consultancy contract.

Target Groups
Beneficiaries of the trainings shall be:
• Twenty (20) field based child protection practitioners (5 SC staff and 15 staff from partner organizations) for the first training.
• Thirty (30) selected government officers and civil society organizations staff for the second training.
• The indirect/long term beneficiaries of the trainings will be children, especially vulnerable children in Somaliland and Punt land.

Expected output
Expected Output/Deliverables
• Training of Trainers accomplished on selected ARC modules for 20 field practitioners.
• Tailor made training accomplished for 30 government officers and civil society organizations staff.
• A standardized child protection guideline/training manual adapted from ARC and suited to the needs in Somaliland is produced.
• A training report is submitted to Save the Children together with 20 printed copies of the standardized child protection guideline and training manual

Methodology
Participatory methodologies as deemed appropriate by the trainer.
Trainees shall be drawn from field based child protection practitioners, key government officers and civil society organizations.

Time Frame
Save the Children expects that the TOT for practitioners will last for four days while the training for government officers will be for two days only. For preparation for the trainings, development of a standardized child protection guideline and writing the training report, the Consultant will present a technical proposal indicating the number of days for the consultancy, work with a realistic action plan. The dates/month for executing the trainings will be jointly agreed between the consultant and Save the Children.

Support Available:

Save the Children will coordinate the training by:
• Assigning one project officer to support the trainer by ensuring that participants are mobilized, training halls are booked in advance, relevant stationeries, logistics and financial requirements are in place
• Ensuring prompt payment of professional fee and other costs arising from the contract;
• Provide logistical support (transport, accommodation, food, etc during the assignment)
• Comment on draft training report and child protection manual.

Terms And Conditions

Logistics: The consultant’s travel from base to the field and back after the end of the contract (including airport tax), food, and accommodation will be covered by Save the Children.

Professional fee: The consultant will come up with his/her own rate as part of the financial proposal. This will be reviewed by SC and amended and/or approved as appropriate.

Tax and insurance: The consultant shall be responsible for his/her income tax and/or insurance during the assignment.

Code of conduct: Because Save the Children's work is based on deeply held values and principles, it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables.

Location: The training will take place in Hargeisa, Somaliland.

APPLICATION REQUIREMENTS: All expressions of interest should include:

Cover letter: A short (maximum three pages) letter addressing the training criteria.

Technical Proposal: brief explanation about the Consultant with particular emphasis on previous experience in this kind of work; profile of the Consultant to be involved in undertaking the training; understanding of the TOR, the task to be accomplished as well as draft training framework and plan.

Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees excluding: accommodation and living costs; transport cost; stationeries, and supplies needed for training and costs related to participants at the trainings.
Costs for printing hard copies of Child Protection Guide and training manual are on the account of the Consultant. The Consultant should also use his own computer.

EXPERTISE REQUIRED
The following attributes are requirements for the selection of the Trainer:

• Postgraduate qualification (Masters or above) in a discipline relevant to this assignment with a minimum of 10 years work experience.
• Competent and experienced ARC Trainer, preferably one who has experience in using ARC modules in conflict, recovery and development contexts.
• Proven capacity in working across all the levels of institutions
• Excellent report writing skills
