Context:
With thousands of desperate Somali refugees crossing weekly the border with Kenya to reach the already overcrowded camps, the Kenyan population of the arid lands is suffering from a similarly precarious situation, but fails to receive adequate support from the international community, fully focussed on the refugees. Terre des hommes Foundation raise up a 12-month emergency intervention to address acute Mother and Child Health and Nutrition needs in the drought affected districts of Jarajila and Ijara, in Garissa County. During the Garissa County Nutrition Coordination meeting, which took place in Nairobi, on 12 August 2011, Tdh Foundation was officially recognised as a nutrition intervention partner for both districts.
General: • To oversee the implementation of a specific health project and ensure that stated goals and objectives are met as per project proposal/project planning documents are appropriately monitored and evaluated, and that narrative and technical reports are written and submitted in a timely manner • To supervise and support national project managers of the health projects • To lead the team of staff employed for the health projects • To determine personnel needs for field-level activities, develop job profiles and in coordination with Field Coordinator and field staff – assist recruitment efforts through planning and interviewing of candidates • To implement, monitor and propose, when deemed necessary, amendments to the strategy for the health projects in Kenya in consultation with Country Representative • To ensure the administrative, logistic, and finance support of the program activities and objectives through the solicitation and facilitation of support departments • To take overall responsibility for budget planning and expenditure monitoring and inform immediately the Country representative when a major change in the budget is needed • To maintain regular contacts with the Health and Administrative authorities in order to ensure their cooperation for implementation of the health projects • To organise and provide trainings to Tdh staff according to the recommendations • To reinforce the capacity of the Health staff regarding nutrition through workshops and trainings. • Ensure integrative programming approach with other sectors particularly protection and WASH and staff within the projects
Reporting: • To provide accurate regular reports, document outputs and results and maintain detailed records of the overall health project activities in area of operation to the Country Representative and Health Advisor in HQ
Assessment: • To be available for assessment request when necessary
Child Protection Policy: • To commit to respect the Child Protection Policy • To commit to ensure the best implementation possible of the Child Protection Policy in Kenya • To commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy
Requirements: • Professional health degree such as nurse; nurse practitioner • Two to five years experience as Public Health Expert or medical doctor in developing countries, especially in nutrition, maternal or family health • Fluency in English required • Excellent program management; project planning; budget management; organizational, interpersonal and communication skills • Experience developing health staff capacity and implementing and supervising staff trainings • Additional experience in managing programs in humanitarian context and experience in health management with IDPs • Experience conducting assessments and in using participatory approaches; experience working with and supervising staff in a multi-cultural setting • Ability to work independently while being a strong team player; ability to work in unstable security environments; ability to write clear and concise reports and to meet required reporting deadlines ; talent in capacity building and supporting national staff to take the lead
