CCM Horn of Africa is an Italian medical NGO, operating in Kenya, South Sudan and Somalia/land, running a variety of health-related projects.

Location: Three geographical areas in Somalia (Somaliland, Puntland, South-Central)

CCM – Italy is recruiting 1 Coordinator to contribute in the establishment of a new Health Information System in the three zones of Somalia.

The HIS Coordinator will employed under the Malaria Programme of the Global Fund for AIDS, Malaria and Tuberculosis (GFATM). However, the purpose of the position is to lay the foundation of an integrated Health Information System, which will represent a common platform for collection, consolidation and analysis of all health-related information produced by functional Health facilities and by vertical Health programmes currently implemented in Somalia.

The new Health Information System will help clarify the vast array of information and data currently provided to donors and UN agencies using diversified reporting formats and systems.

Over a three-year period of the project implementation, the HIS Coordinator is also expected to enable Somali counterparts to carry out routine activities of data collection, analysis and dissemination and to ensure that such activities will continue after the project lifespan.

The position is based in Somalia in each of the three geographical zones. The duty stations will be respectively Hargeisa in Somaliland, Garowe in Puntland and, possibly, Merka in South Central zone.
Given the major objective to build capacity of Somali counterparts, the positions will imply a full-time collaboration with counterparts and joint implementation of all activities.

The selected candidate will operate within the existing Ministry of Health structures and will technically report to a Country Coordinator specifically employed by UNICEF for this project.

The duration of the position is 12 months with possibility of renewal for a further 12-month period.

Duties and Responsibilities

More in detail the HIS Coordinator will

- Collect and review all health-related information produced in their respective area of operation, identifying potential gaps and inconsistencies;
- Participate in the consultative process of revision of the existing data collection system in their respective zone;
- Participate in the consultative process of elaboration and proposition of a revised integrated HIS;
- Contribute in the identification of a pilot Health District and the selection of a District Information Officer for the implementation of the revised HIS;
- Closely collaborate and supervise the DIO in the process of collection and analysis of health-related data from the pilot district;
- Overview data collection and consolidation at zonal level in close collaboration of Somali counterparts and ensure their weekly/monthly dissemination;
- Produce comprehensive statistics and reports on health activities implemented and health services provided in their respective zones;
- Timely transmit information and data to the relevant MoH departments, to the Central Dissemination Units (CDU) and HIS Country coordinator and to other relevant stakeholders;
- Produce monthly report on achievements and progress in the HIS setup for CCM – Italy coordination and the PR;
- Organize information-sharing and coordination meeting at zonal level and participate in meting at national and district level.
- Organize needed training on HIS for medical and non-medical staff.

The Selected Candidate must:

- Respect the internal rules and regulations of the organizations s/he will be attached to.
- Follow the security recommendations regularly emanated from the Nairobi based Security Officer.
- Respect the authorities, laws and traditions of the respective locations
- Hold a passport that allows him/her to enter in Kenya by requesting a visa on arrival

Qualifications:

- Post Graduate degree in Social Sciences, Public Health
- At least 2 years of relevant working experience in the field of HIS data collection and analysis.
- At least 2 years experience in developmental humanitarian interventions.
- Previous working experience in instable and volatile environment.
- Excellent report writing skills.
- Proficiency in English
- Proficiency in Microsoft Office package (including Access database programme); working knowledge of Epi-Info and/or statistical package.
