The HMIS Coordinator is employed under the Malaria Programme of the Global Fund for AIDS, Malaria and Tuberculosis (GFATM).The purpose of the position is to strengthen the foundation of an integrated Health Management Information System (HMIS), which represents a common platform for collection, consolidation and analysis of all health-related information produced by functional health facilities and by vertical health programmes currently implemented in Somalia. For this post, preference will be given to Somali speakers.

Duties and Responsibilities

- Support the collection and review health-related information, identifying potential gaps and inconsistencies, through supportive supervision to health facilities (where accessible) and quarterly data review and feedback meetings with health facility staff and MOH counterparts.
- Participate in the consultative process of revision of the existing data collection system and in the adoption and roll out of new data collection tools.
- Participate in the consultative process of elaboration and proposition of a revised integrated HMIS, and contribute to writing up the documents.
- Closely collaborate with and supervise the Regional HMIS and National HMIS officers in the process of collection and analysis of health-related data
- Overview data collection, consolidation and analysis at zonal level in close collaboration of Somali counterparts and ensure their weekly/monthly dissemination.
- Ensure timely transmission of information and data from the MoH-HMIS departments, to the HMIS Country coordinator and to other relevant stakeholders.
- Produce monthly report on achievements and progress of the HMIS project for CCM – Italy Country Coordination and the Principal Recipient.
- Organize information-sharing and coordination meeting at zonal and regional level and participate in all relevant meeting at zonal and district level.
- Organize training on the HMIS system for medical and non-medical staff.

Person Specification

Qualifications
- Degree in public health, statistics, HMIS or a related field
- Diploma or degree in health records management (desirable)

Experience
- Experience in monitoring and evaluation and health management information systems
- Experience in capacity development of health workers in low capacity environments
- Experience collating, managing and analyzing epidemiological data and providing high quality narrative and data reports.
- Experience in hospital information systems in a developing country (desirable)
- Experience as a health management information system officer in a developing country (desirable)
- Experience carrying our supportive supervision at health facilities and hospitals in resource-poor environments (desirable)
- Experience developing HMIS or HIS in low resource-poor environments (desirable)
- Experience in health care quality improvement and strategic planning (desirable)
- Previous work experience in Somalia (desirable)

Skills
- Proficient in the use of MS Office HMIS and statistical package (Epi-Info, SPSS, STATA)
- A flexible approach to managing and prioritizing a high workload in a fast paced, insecure environment with tight deadlines.
- Ability to work collaboratively and as part of a team. Strong interpersonal skills critical.
- Strong communication skills, with excellent written and spoken English
- Fluency in Somali language (desirable)

Other
Willingness to be based in Somalia and undertake frequent travel within the regions as required.

Contract Duration: 6 months (renewable up to October 2012 upon renewal of the project grant)
