Purpose of position:
 
In 2009 the International Federation of Red Cross and Red Crescent Societies adopted a 10 year strategic direction - Strategy 2020. Specifically the strategy lays out three strategic aims:

1) Save lives, protect livelihoods and strengthen recovery from disasters and crises.
2) Enable healthy and safe living.
3) Promote social inclusion and a culture of non-violence and peace.

The Federation`s East Africa Regional Office is developing a new approach in line with these startegic aims known as Community Risk Management (CRM) to provide Technical Support to the National Societies in the region. The CRM approach encompasses Disaster Management and Health; and focuses on building community resilience and safety.

In order to further develop this CRM approach the IFRC Regional Office intends to recruit a Regional Health Cordinator.
Reporting to the Programme Cordinator, the Regional Health Cordinator is responsible for providing advisory support and technical guidance to health programmes in the East Africa region so that the programmes are aligned under the CRM approach and follow RC/RC and national / international guidelines and best practice. While providing technical support he/she will ensure that every opportunity for capacity building is maximized and utilized.

 
Description of Duties:
 
A. Programme strategic direction and guidance:

1. Build on technical knowledge, understanding of the operations of global health issues and services, to develop proposals for new programmes in close coordination with the CRM team, while respecting and following the key Federation technical documents (Strategy 2020, IFRC Global health policy, IFRC HIV AIDS global policy, IFRC Global initiatives etc.) and international strategies (MDGs, Hyogo framework, WHO policies, SHERE etc.)
2. Provide technical advisory support to NS and PNS counterparts to ensure timely and effective assessment, planning and implementation of the long term community based health programs based on the CBHFA approach with a special focus on the capacity building aspect of the host national societies to mitigate community health risks.
3. Ensure that relevant RC/RC and national / international guidelines and best practices are followed in community based health programme assessment, planning and implementation.
4. Support and participate actively in fund raising for the CRM programme in the IFRC Regional Office

B. Management, coordination and partnerships:

1. Closely work with other advisers and officers in the CRM team to contribute towards integrated disaster preparedness, operation response, and recovery.
2. Liaise with and encourage National Societies to engage effectively with other key health sector players at national level, ICRC, Government bodies at all levels, UN (Health Cluster where applicable), NGOs, CBOs (community based organizations), community groups, beneficiaries and the private health sector where appropriate.
3. Provide a contact point for support to bilateral PNS wanting to contribute to the establishment of community based health programmes in the region. Assist in the conduct of external evaluation of bilateral community based health programs in the region.
4. In collaboration with relevant NS: monitor the global and regional spread and severity of the current epidemic diseases and pro-actively communicate emerging health related issues to National Societies, Regional, Zone and Global focal points of contact as appropriate.
5. Maintain a close working relationship with the zone team.
6. Represent IFRC in regional health sector forums and networks. Develop credible and good quality information about RC/RC technical know how and lessons learned (integrated programming as well as specific technical areas) and share among these sectors and forums.

C. Lateral relationships:

1. Ensure close working relationship with the Zon e Health Teams
2. Ensure effective working relationships with National Society's technical counterparts and leadership.
3. Ensure effective working relationships with technical and service departments at Zonal and Geneva Secretariat levels.

D. Capacity building and technical support:

1. Support regular monitoring and evaluation of country level community based health programmes.
2. Update contingency plans and preparedness related to CRM. This will be done in collaboration with relevant NS as well as Zonal Emergency Health Delegate.
3. Liaise with the CRM team, ensure all health and other programme staff receive the necessary and appropriate technical support. In consultation with CRM Coordinator agree on the range of advice, support, training and/or other assistance required to facilitate high quality risk management programming.
4. Support, develop and train (or organize appropriate trainings preferably based on training needs assessments) PNS and NS HSS staff in relevant community based health approaches and specific health topics as well as in project planning, budgeting, reporting and proposal writing.
5. Ensure that upcoming tools for CBHFA (M&E toolkit) are adopted and utilized to their full potential in the community based health programmes.

E. Knowledge sharing and institutional capacity building:

1. Document best practices and lessons learnt in community based health programme implementation and share among other national societies, RC/RC regional and HQ and relevant actors out of RC/RC movement
2. Build and maintain a knowledge database and disseminate technical information, updates and innovation in the health sector to PNS and National Societies in the region.
3. Participate in global health training, meetings and forums when applicable.

F. Others
Produce regular quality technical reports to the CMR Coordinator with copy to Zone Health Coordinator (once in place) and the Health Unit in Geneva including financial and narrative reports for the International Federation and its donors.

•Perform any other work related duties and responsibilities that may be assigned by the line manager.
 
Required Qualifications
Education:
 
Relevent university degree plus a post graduate qualification in Public Health or other relevant is prefered..
Experience:
 
1. A minimum of 5 years experience in leading and managing public health programs in a humanitarian organization in developing countries
2. Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into strategy and planning
3. A very good track record of managing people, networking, influencing and negotiating and building relationships effectively
4. Red Cross Red Crescent movement experience desirable
5. Experience of financial management to ensure compliance

Skills:
 
1. Technical competency in Health programming issues
2. Excellent oral and written communication skills
3. Proven representation and advocacy skills
4. A strong commitment to the capacity building of national staff and RCRC partners with a willingness to adopt a participatory and consultative advisory approach.
5. Experience in data management and analysis, including data collection tools design, database design and management, data quality checks
6. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
7. Knowledge and understanding of RCRC principles and values, SPHERE Standards and other principles of humanitarian work.

 
Languages:
 
Excellent written and verbal English, knowledge of French would be an advantage.
