Development Initiative Access Link (DIAL) is a humanitarian and development organization that strives to better the lives of the people of Horn of Africa. It has been providing relief and development services in Somalia. It is mainly focused on Health and Nutrition, livelihoods, peace building, water and sanitation and Protection among other themes. In all its programmes it has always strived to respect the values of those served. DIAL also specializes in trainings and evaluation of humanitarian and developmental projects.

Location: Somalia - Based in Kenya with Trainings to be carried out in Somalia.

Project Background
With Donor funding support, Development Initiatives Access Link (DIAL) plans to undertake a capacity building training of nutrition actors to implement life saving and emergency nutritional responses. The organization is seeking the services of a qualified Training Consultant firm or Individual to undertake training on Emergency Nutritional Programming Training targeting Nutritional Cluster member organizations and other partners in Somalia. The Planned Nutrition Programmes Training initiatives also plans to bring on board other Nutrition related actors drawn from other nutrition stakeholders such as Hospitals, MCHs, and CBOs which provide critical nutritional interventions in the 3 regions.

Nutrition Staff from the indicated categories will be trained in nutritional programming with the aim of improving the quality of nutritional programming responses that meet the acceptable standards and that will support the Somalia CAP 2010 objective of “Strengthening technical capacity and avail appropriate resources to local NGOs/CBOs and national staff to facilitate implementation of emergency and long term strategies addressing malnutrition”.

1.1 Overall objective of the Project
The overall objective of the project of which this contract will be a part is as follows:-
• Strengthening technical capacity and avail appropriate resources to local NGOs/CBOs and national staff to facilitate implementation of emergency and long term strategies addressing malnutrition

1.2 Purpose of the Training Consultancy
Purpose of this consultancy is “to provide nutritional Programming training to Nutritional Cluster and related partners in Southern Somalia in supporting quality nutritional programming training that meet the acceptable standards within the context of the complex humanitarian emergency prevailing in the targeted Regions of Bay, Lower Juba and Lower Shabelle Regions, for effective design and implementation of the required nutritional responses that ensure the reduction of the current high malnutrition rates”.

2. Scope of the Work
In accordance with the broader Nutritional Programming trainings objectives and goal, the Contracted Nutritional Programming Trainer/s will be required to provide/undertake the following services/activities.

I. Assess nutritional programming capacity needs of the targeted national NGOs and national staff of International NGOs and related nutrition partners/stakeholders staff in order to implement diverse and quality nutrition programmes that are relevant to their planned and required nutrition responses.
II. Develop a Nutrition Programming Training Curriculum based on management of acute malnutrition (IMAM) Somalia guidelines.
III. Develop relevant Nutritional Programming Training Materials based on an effective delivery within a workshop and field setting.
IV. Hold 6 Regional specific training works

Expected/Key Deliverables
The contracted Trainers specific tasks will include.
• Develop Nutritional Programming trainings needs Tools and format.
• Conduct an assessment of the capacities and Nutritional Programming trainings needs of the Nutritional Cluster member organizations.
• Develop a Nutritional Programming Trainings Needs Report to guide and inform the Planned Training.
• Develop and use a Nutrition Programming Training Curriculum based on management of acute malnutrition (IMAM) Somalia guidelines.
• Develop and collect Supportive Nutrition Programming Training Materials.
• Develop a Power Point Presentation Summary on Training Components including Lessons Learned and Experiences as gathered by the Trainer during the two phases of the training for sharing with the Nutrition Cluster in Nairobi.
• Develop a Consolidated Mid Term and Final Training Report and Trainee internal Evaluations.

3. Trainers Approach / Methodology
The Contracted Trainer is required to develop training approach and methodology based on Workshop and Practical field delivery mode to allow for both theoretical and practical practices for the targeted Nutritional staff. The Trainer should propose the methodology / approach he/she intends to use in carrying out the assignment in response to this ToR. It is however expected that the Trainer will review existing Nutritional Programming information, utilize data / information gathered by the Nutrition Cluster and its Members organizations and other relevant stakeholders in the field. The Contracted Trainer should maintain the highest standards of professionalism in his/her data and information collection, analysis, and reporting.

The consultant’s approach / methodology for the Training should be participatory with emphasis on full participation of the institutions / stakeholders in reviewing their individual Nutrition Programming Needs, strengths and weakness as identified in the Nutritional Programming Training Needs Assessment. Organizational capacity assessment should focus on the mix of technical and Nutritional Programming staff competencies within an NGO or other participating partner, which create or limit their nutritional programming and implementation capacity (e.g. human resource management and technical capacities). The Contracted Trainer should also identify the various Nutritional Programming responses currently being undertaken by the NGOs and other partners to come up with defined broad categories of the type of responses. This will then be reflected in the Contracted Trainer’s Workshop approach that provides for a two-phased approach to allow for better coverage of similar responses within a given period.
The Contracted Trainer should use a range of tools to analyze institutional and organizational capacity in Nutritional Programming such as current institution programmes, stakeholder analysis matrices and process mapping etc. The Contracted Trainer shall prepare check lists/questionnaires, which shall be approved by DIAL before proceeding for fieldwork.

Qualifications or Specialized Knowledge/Experience Required:
The Bidding Individual or firm should be a trained Nutritionist with at least 5 years experience in Nutrition or related discipline, experience in Nutrition Programming capacity building and good working knowledge of Somalia context. The desirable profile of the consultant to undertake the assignment is as follows:
• A degree in Nutrition or related disciplines and experience in Nutrition Programming capacity building with 5 years post-qualification experience;
• Demonstrated ability in undertaking similar assignments;
• Working knowledge of the Somalia context;
• Adequate and demonstrated Training knowledge especially in Nutritional Programming, preferably in emergency settings.
• Ability to communicate clearly and concisely in English (spoken and written); Knowledge of Somali language would be an added advantage.
