CARE Somalia is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

We are looking for a suitable candidate to fill the position of Area Manager-Food Security. The Area Manager will manage the program activities within a defined geographical area, contribute to strategic planning and lead in management of all programmatic aspects of the food security program in Puntland/Sool and Sanaag. He/she will be directly responsible for grant management, staff oversight and liaison with partners, donors, government and other stakeholders, key to the results of the program. The geographic scope of the position will be based in Garowe, Puntland with frequent field visit to other areas within Puntland region. This position is required for an initial six (6) months with a possibility of extension.

Job Summary Reporting to the Emergency Coordinator, the Area Manager- Food Security will be responsible for: - • Providing staff with direction and input at all major stages of program cycle through ensuring that staff have synchronized work plans in line with strategic priorities so as to ensure timely implementation and donor reporting. He/she will work closely with the program staff in developing and application of appropriate monitoring mechanisms. • Program design and delivery and will be required to ensure that a local quality assurance system is developed as well as identify key priority areas for funding. He/she will be expected to conduct studies and assessments to enable designing donor grants necessary in contributing to program design. • He/She will be responsible for ensuring strong collaborative relationships with strategic partners involved within the program area and also ensure the program is implemented in line with partnership principles as outlined in CARE International (CI) policies. • The Area Manager will also be charged with contract management and compliance adherence, by managing grants in line with CARE & donor regulations and requirements and also oversee staff management and will hence be expected to oversee the field staff as appropriate, identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff.

REQUIRED QUALIFICATIONS • Minimum relevant graduate degree with significant relevant experience. • At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia. • At least 3 years experience in a project or program management setting • At least 2 years experience in working in an emergency setting • Demonstrated experience in program assessments, problem analysis and program design • Strong logistics and budget management experience REQUIRED SKILLS • Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments • Proven capacity of managing programs through partnerships • Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach • Preferably the incumbent also has a strong grasp of CAREs Unifying Framework for understanding the underlying causes of poverty and vulnerability • Proven budgeting and financial management skills • Ability to develop and articulate program ideas related to Peace building, governance and civil society • Demonstrated ability to motivate and coach field staff • Ability to work and live under difficult conditions.
