Regional Health Information System Officer, P3 (UNHCR)

UNHCR has developed a Health Information System (HIS) that is already operational and used by partners in refugee camps in 6 operations in East and Horn of Africa (Kenya, Ethiopia, Tanzania, Uganda, Sudan (east), Djibouti). An urban HIS is also being developed for caseloads in the region. In countries where HIS is not yet operational, other data management systems are in place to monitor and evaluate the Health, Nutrition, and HIV programs in the field. The health, nutrition, and HIV technical experts based at headquarters and regional offices are responsible for providing technical input and guidance in the planning, implementation, monitoring and evaluation of refugee Public Health programs. A non-exhaustive list of internal work relationships to be developed includes: · All other specialist units in the Regional Support Hub in Nairobi · Public health officers, epidemic preparedness and response officers, nutritionist and food security officers, reproductive health and HIV/AIDS officers, and water and sanitation officers in the region, with whom information will be shared in order to provide best-practice specialist support to frontline health workers; · Staff of the Public Health and HIV Section at Headquarters; · Staff of Field Information Coordination and Support Section (FICSS) at Headquarters and information management staff in the region (e.g. Standards and Indicators and GIS focal points) in order to mainstream health information into the overall organisational information process; · Protection staff to streamline public health information into the protection mandate; · Desk officers and programme staff who will use public health information to structure and prioritise programme interventions and make operational decisions. Partnership building with external health agencies will also remain central to the strategy of delivering and monitoring effective refugee health programs. UN agencies and donors will benefit from the information that is generated for advocacy and accountability purposes. Commitments will be sought to adopt the information management to the requirements of an evolving donor-awareness and creation of knowledge base for the highest levels of policy making. Reporting requirements will be harmonized in order to reduce duplication at field-level.
