POSITION TITLE: Nairobi Emergency Team Leader COUNTRY PROGRAM: Somalia/Kenya RESPONSIBLE TO: Director of Program Development STATUS: Full Time SUPERVISORY CAPACITY: Emergency Response Team Members

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The Somali/Kenya program is currently supporting an emergency response to the Famine in Somalia and throughout the region of east Africa, including along the Kenyan and Ethiopian borders and as well as in camps inside of Kenya.

PRIMARY PURPOSE OF POSITION

The Nairobi Team Leaser will be responsible for the overall management of the ARC Famine Response in Kenya. In addition, this position will provide operational, management and administrative support to the Program Director who is on the ground in Somalia. This position is based in Nairobi, Kenya.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Representation 20% • Represent ARC in emergency coordination fora and ensure that programs are carried out which reflect ARC’s mission and are true to the needs of the most vulnerable Somali populations both within Somalia and in Kenya. • Maintain contact with host and US government officials, multilateral agencies, and NGO’s engaged in disaster response in order to coordinate ARC’s emergency response. • Represent ARC’s policies and programs to media covering this emergency in coordination with the Program Director and HQ/Communications Department.

Programming 20% • Oversee the planning and design of a strategic plan for the ARC emergency response. Within this strategy, oversee the design of specific projects. • Ensure that capacity/needs assessments conducted on an ongoing basis are of high quality. • Ensure that ongoing assessment results are incorporated into program activities and are reflected in planning documents and grant and project documents. • Oversee and manage program development activities.

Administration 20% • To be responsible for human resources, including direct or indirect recruitment/training and supervision of staff. Approve significant security decisions including evacuation. • To be responsible for financial resources, including drawing funds, authorizing expenditures, and reporting on both • To be responsible for material resources, including call forward supplies, authorizing distributions, and reporting on both • Design and supervise implementation of assessments. • Supervise and assist sectoral specialists in conducting assessments, in regard to populations effected, their capacities and vulnerabilities, and possible ARC responses. • Assume primary responsibility for the assessment in the sector of relevant expertise, and for assessment of potential counterparts. Collect relevant information from other NGO’s and multilateral agencies.

Supervise the implementation of the emergency program 20% • Assist in the recruitment and training of new staff as required for program implementation. Monitor ARC staff in program implementation. Write relevant sections of grant/project reports. • To the extent possible, evaluate program impact. Propose adjustments to the emergency program plan where required.

Provide Operational and Administrative Support to the Somalia Program as requested 20% • This may include procurement and financial management from Nairobi team members in addition to the provision of operational tools and guidance per ARC global policy.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Minimum five years overseas experience in high-level management for an international NGO; on the ground experience with programs in complex emergency or post-conflict settings preferred including emergency response. • Experience in managing multi-cultural and multi-site programs. • Demonstrable experience in developing and implementing civil society programs and capacity building initiatives. • Knowledge of the regional political and socio-economic conditions; experience working in South Sudan preferred. • Proven knowledge with private, US government, UN and multi-lateral donors. • Experience with financial management of NGO’s. • Undergraduate degree required; Graduate degree preferred.

KEY BEHAVIORS & ABILITIES • Demonstrated skills in donor proposal development, implementation, and project monitoring and evaluation. • Strong participatory leadership and interpersonal skills; ability to motivate staff and provide strong leadership for a diverse team in a politically unstable and insecure environment. • Strong oral and written communications skills, esp. negotiating skills; strong computer literacy. • Excellent organizational, administrative and management skills; ability to prioritize multiple tasks and meet deadlines. • English fluency required.
