CODE 84/2011 PM DEV SOM DURATION 6 months REQUIRED COMPETENCIES The position will be filled by a candidate with a professional background in WASH, urban sanitation or similar and having particular expertise in capacity building of local actors (NSA and Authorities) Proved professional experience (at least 5 years) in the sector of WASH and/or training of local counterparts. S/he will have experience working in developing countries, ideally in conflict/post conflict situations. S/he will have project management experience, (at least 3 years)

S/he will have demonstrate experience in program development S/he will have experience with the procedures of UN as well as other donors, with excellent organisational, monitoring and reporting skills S/he will have the requisite skills, and proven experience in field based training (theoretical and on-the-job), multi-year project management and proficiency in participatory approaches and community mobilisation S/he will have good cross-cultural communication skills and sensitivity

The successful candidate must be a proven problem-solver, eager to take initiative, as well as demonstrate leadership skills while being a constructive team member

Excellent verbal and written communication skills in English Excellent computer skills in MS Office (Word, Excel, Access, Outlook) DESIRABLE COMPETENCIES Working knowledge of the Somalia context is an asset Previous experience with other non-UN donors is an asset Proven capacity to effectively manage and mentor expatriate and local staff with various levels of skills and experience WORK CONTEXT The position is foreseen within the framework of an UN-HABITAT funded project. The position will be full time, field based (in Puntland and Somaliland) and will involve travelling in the field and stable liaising with the local authorises and non state actors involved in the project. S/he will liaise with the CESVI Regional Office in Nairobi. JOB DESCRIPTION The collaboration will start in January 2012. Being responsible of the overall project management and implementation. Supervising administration, accounting, procurement, staffing issues related to the project. Managing liaisons with local actors, UN-HABITAT and all concerned authorities at municipal and regional level. He/she will produce planning documents, including related financial provisions under the supervision of the Desk Officer for Somalia, at Headquarters level and the Coordination of the Regional Representative based in Nairobi He/she will produce periodic official reports according to project deadlines and donor-related requests, to be submitted to the Desk Officer for Somalia for editing and final approval. He/she will ensure the production of monthly internal report to be submitted to the CESVI regional office on achievements, projects, problems encountered, pertinent developments, and strategic needs. He/she will personally attend all activities related to project management, including administration, accounting, procurement (in accordance with CESVI rules and regulations), staffing and reporting He/she will supervise all project activities, guaranteeing constant support to all project stakeholders Providing, where required, technical inputs, monitoring and field based support to all the other components of CESVI programme in Somaliland being undertaken by partners, working in close liaison with the entire programme team. Coordinating and ensuring the timely provision of required technical expertise/inputs from the team of technical consultants that will support him/her in the implementation.
