Position Title: Nurse - Health Post and Mobile Team Leader Department: Migration Health Division (MHD) Duty Station: Dhobley, Somalia (with a possibility of relocation to other parts of Somalia especially Lower Juba including Kismayo) Classification: G6 /01 Type of Appointment: 6 months under 3rd party contractor with possibility of extension Closing date: 30th March 2013.
Under the direct supervision of Daryeel and in close coordination with the IOM Senior Health officer/ Field Coordinator and receives support and guidance from the IOM Health Program Officer or designated IOM staff in Dhobley. The Health Post and Mobile Health Team Leader is primarily responsible for overseeing the general management of the Health Post/ Mobile Health Clinic and in charge of provision of consultation of patients as part of the IOM/Directorate of Health, Health Post/Mobile Health Clinic to the Returnees (IDPs and Refugees), Pastoralist and host community in Dhobley/Lower Juba. The successful candidate will assist the Senior National Health Officer/Field Coordinator in organizing and conducting post arrival and pre departure Health assessment of returnees in Dhobley Transit Centre.
The specific duties include:
1. Provide administrative assistance to the overall Somali health programme including: i. In charge of day to day work of Health post and Mobile Health clinic activities. Assist Drug Dispenser in requisition, storing and issuing of drugs, materials and equipment. Regularly follow up the clinic requirement of all drugs and materials. Report on all expired drugs and materials at the health clinic ii. Ensure all necessary reports from the Health Post/Mobile health clinic are timely compiled and facilitate its transfer to the Senior National Health Officer/Field Coordinator and designated IOM Dhobley staff.
2. Community functions include: i. Knowledge on population structure by settlement and provide catchment maps with settlements and distances. Encourage and initiate meetings with local community leaders in coordination with Senior National Health Officer/Field Coordinator and IOM Dhobley MHD designated staff ii. Identify community leaders both formal and informal and assist in establishment of public relations with Health Authorities and IOM. iii. Assist in Community mobilization, participation in community health activities, support and promotion of environmental sanitation activities, rapid Health and WASH assessments in Dhobley surrounding/Lower Juba and submit report to Senior National Health Officer/Field Coordinator
3. Maternal and Child Health Care assistance in: i. Assist midwives during antenatal, delivery or postnatal care, training of TBAs to promote safe deliveries, diagnose and treat common childhood illnesses (use IMCI protocol), ensure immunization services are offered at the Health Post and Mobile health clinic and prescribe within the EPHS essential drug guidelines and ensure the rational use of drugs. ii. Refer all patients with diarrhoea to Day Treatment/ORT corner and supervise the re-hydration therapy and provide support to Nutrition Assistant in Assessment of children and pregnant/lactating women for malnutrition when required and refer accordingly.
Provide and conduct Clinical functions including: i. First line medical care for the Returning Somali refugees, IDPs and host community, Conduct daily medical consultation for patients who are attending Health post sessions and or during the remote mobile clinic activities. Do a proper evaluation of patients (medical history, signs and symptoms, findings, diagnosis and treatment plan) and treat according to the approved treatment protocol (Directorate of Health / WHO). ii. Prescribe within the EPHS essential drug guidelines and ensure the rational use of drugs, ensure adequate basic treatment and referral of medical, surgical and obstetric emergencies when required iii. Cares for chronic illness referred from the hospitals inclusive provision of prescribed drugs available in the pharmacy of Health Post/Mobile Health clinic; conduct Fitness to travel activities inclusive treatment, referral and follow up of returnees requiring medical care as per IOM protocol.
Desirable Qualifications:
Trained and qualified Nurse Certificate/diploma from a recognized medical school.
A minimum of three years of experience working within a health institution or related field in repetitive aid organization in Somalia or with Somali migrants and mobile populations, preferably in Lower Juba in particular Dhobley.
Experience in training community health workers and TBA, rural health centre/ Mobile Health Clinic/hospital setting. Previous experience working with IOM or NGO is an asset
Good communication and negotiation skills
Knowledge of Microsoft office and Outlook
Willing to work in resource poor environment, be culturally sensitive, to travel and work longer hours in remote areas in context of health emergencies
Languages
Fluency in spoken and written English and Somali. Knowledge and understanding of Arabic and Kiswahili are desirable.
