STATUS: Full-time
SUPERVISORY CAPACITY: Health professionals

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

Since 2011 ARC has been providing humanitarian relief and development assistance in Somalia. ARC’s core competencies are in Primary and Reproductive health, protection, water and sanitation, shelter, health clinic management, and emergency response to disaster situations. Donors include OFDA-USAID, WHO, UNFPA and others. ARC is providing basic health care services in 2 MCHs in Mogadishu, 2 MCHs and one hospital in Kismayo as well as basic reproductive health services in Dhobley.

PRIMARY PURPOSE OF THE POSITION

Based in Somalia, with frequent travel to the field sites, ARC Somalia’s Health Program Manager will serve as the head for health programming, provide technical support to field teams, ensure ongoing quality of programming through appropriate monitoring and evaluation, assist in design of quality assessments and programs and represent ARC to partners, donors, government and other stakeholders at national, provincial and district and international level forums.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Program Development – 30%

# Working closely with the Senior Grants Manager, assist in development, planning and implementation of health programs, including initiation and follow-up of strategic and specific health objectives.
# Provide technical input and design for proposal and program development initiatives, specifically for health activities.
# Develop program implementation work plan, LFA and M&E indicators based on global and national health standards.
# Liaise with donor representatives as appropriate and in coordination with the country team to keep them abreast of the project and developments that are impacting beneficiary communities.
# Identify areas for developing and growing health programming.

Program Management - 30%

# Monitor health work plans and implementation schedules
# Monitor and assess health needs in areas where ARC is working, with a particular emphasis on IDPs, host communities and other vulnerable populations such as children, women and the elderly
# Ensure that the design and implementation of program activities are carried out for and in consultation with affected populations.
# Ensure timely reporting to donors and oversee the preparation and submission of narrative reports.
# Ensure the project activities follow grant compliance procedures as stipulated by ARC and its donors.
# Conduct baseline and follow-up assessments in coordination and partnership with local communities in which ARC works.

Staff Management and Leadership – 20%

# Assist in recruitment of national health staff.
# Engage in training and capacity-building to build critical skills within ARC’s health team
# Manage and provide overall leadership and technical guidance to health staff, other partners, and sectors to ensure quality health programming.
# Ensure a good structure of the health team in each location as well as efficient programming in each location

Representation – 20%

# Represent ARC and actively engage in inter-agency meetings, including health cluster meetings, and other forums.
# Work closely with local authorities and partner organizations to advocate for sustainable remedies and solutions to health problems facing affected populations such as IDPs, host communities, women and children, as well as other vulnerable persons.
# Perform other duties as required.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

# Medical doctor or nurse and/or Public Health (MPH) degree
# 5-10 years of experience in managing and implementing health programs in complex emergency or post-conflict settings. Preferred 5 or more years of staff management experience.
# Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members.
# Emergency response and proposal writing experience (familiarity with cluster systems, OFDA, CERF, UN donors).
# Familiarity with Primary Health Care, Infectious Diseases, Disease Surveillance and Reproductive Health (MISP experience highly desirable).
# Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies.
# Flexibility/adaptability in working with teams and responding to multiple needs and issues concerning health
# Demonstrated experience in conducting rapid health assessments.
# Strong computer skills including Microsoft Office.
# Fluency in written and spoken English required.
