TERMS OF REFERENCE FOR LOCAL CONSULTANCY TO IMPLEMENT SANITATION
AND HYGIENE PROMOTION IN THE IDP SETTLEMENTS

1. BACKGROUND
The Norwegian Refugee Council (NRC) is a humanitarian Non-Governmental Organization providing assistance to people who are displaced by armed conflict. NRC has been operational in Puntland since October 2006 and has implemented shelter and education activities in IDP settlements in Bossaso. In terms of shelter intervention for 2007/2008, NRC supported the shelter project in the settlements with
fire retardant tents in collaboration with the Shelter Cluster (UNHCR, UNHABITAT and DRC) to improve living conditions in IDP settlements in Bossaso and Galkaiyo. NRC is involved in responding to fire outbreaks, floods and other emergencies in IDP settlements through the distribution of shelter kits and provision of sanitation facilities for affected population. In 2009, NRC received funds from (UNHCR and SIDA Sweden) to expand programme activities (provision of temporary shelters) to IDPs living in Galkaiyo settlements including sanitation facilities (latrines), sanitation tools for garbage collection, with hygiene and sanitation tools.

Through this project, NRC will in particular continue its expansion of interventions in Galkaiyo using a holistic approach1. The project aims to scale-up its activities by providing 950 fire-retardant temporary shelters (5,700 people). In addition, 400 emergency shelter kits will be distributed to (2,400 persons) in response to fire outbreaks in the settlements and/or improving their existing shelters. In this project, a key challenge in the settlement is the lack of sanitation and hygiene facilities contributing to the spread of ppreventable diseases such as diarrhea. Women and young girls are exposed to the risk of rape among other protection concerns. Hence, the project envisages the provision of 320 latrines in Galkaiyo IDP settlements. Each latrine will be used by 5 families (6 people per family). In addition, 175 sanitation and digging tools will also be distributed alongside with hygiene promotion by ensuring increased level of awareness regarding hygiene and sanitation.

In view of this, NRC is seeking to strengthen the staff capacity in the promotion of hygiene promotion in the settlements where temporary shelters are being provided. This will be done by a local consultant who will be engaged to guide in setting up systems, developing training manuals and conducting initial training of staff and partners.

2. PURPOSE OF CONSULTANCY
The purpose for this TOR is to hire a local consultant who will guide the development of systems for enhancing the capacity of NRC staff, partners and beneficiaries in the promotion of hygiene and sanitation awareness including behavioral and practice change in the community.

3. General Objective
Develop systems, training manual and train NRC staff and other actors in the promotion of hygiene and sanitation

Specific Objectives
Specifically, the consultant shall be required:-
i. To guide and develop systems in the design, training and implementation of sanitation and hygiene awareness in the IDP settlements of Puntland and Somaliland ii. To train NRC staff in Somalia mission, Local municipalities, IDP communities and Line Ministries in sanitation and hygiene promotion

4. METHODOLOGY
The nature of the task requires mainly qualitative information through consultations with all relevant stakeholders and investigation of related documents, experiences of similar activities by other organizations. The consultant before stating work will be expected to:
• Identify and review NRCs existing training handbooks/materials in relation to hygiene awareness
• Identify and review previous and ongoing sanitation interventions done by other agencies in IDP settlements in Galkaiyo with a view to indicating strengths and gaps as a basis for developing a new NRCs handbook.
• Meet all relevant stakeholders (NRC, Local Municipalities, UNHCR, DRC, IR and IDP communities to undertake consultation and gather information).
• Consultations with IDP settlement committees, children (males and females), parents, CEC members, elders, teachers etc

5. DETAILED TASKS
i. Consult with key stakeholders on the data collection and implementation sanitation & hygiene awareness.
ii. Develop training manual/hand book for conducting sanitation & hygiene awareness activities in IDP settlements.
iii. Present the manual/handbook for validation to stakeholders/NRC at a workshop.
iv. Conduct training for the staff of NRC, local Municipalities and IDP communities.
v. Facilitate capacity building workshops of hygiene and sanitation awareness in the selected IDP settlements in Galkaiyo.
vi. Support IDPs Hygiene and Sanitation Committees and Local Partners implementation of communities action plans
vii. Provide technical assistance, advice and supervise the implementation of sanitation & hygiene awareness in the IDP settlements.
viii. Compile monthly progress reports and final report.
ix. Handover soft and hardcopies of manual/Handbook to NRC.

6. WORKING ARRANGEMENTS
The work will be carried out in Galkaiyo, Puntland as a pilot duty station. Overall reporting will be to NRC Shelter manger in Puntland. The day to day tasks shall be conducted in consultation with NRC liaison officer in Galkaiyo, local partners (Local Municipalities, Ministry of Health and IDP communities).
The consultant shall propose and design suitable methodology for training NRC staff, IDP communities and partners during the duration of work for this assignment

7. PROFILE OF THE CONSULTANT
The consultant to undertake the assignment should have the following competencies:
i. Diploma or University degree in, public health, environmental / sanitation engineering or other Sanitation & Hygiene related studies
ii. Experience in development of manuals/handbooks Sanitation & Hygiene related activities
iii. Practical experience in consultant of urban hygiene & sanitation promotion
iv. Good reporting and communication skills
v. Knowledge of the Somali context, culture and Islam.

8. TIMEFRAME
The entire assignment including preparation, field work and reporting is estimated to be accomplished from 1st August to 31st October 2009. The exercise will commence on 1st August 2009.

9. DELIVERABLES
Deliverables under this consultancy will include the following:
i. Training manual for hygiene and promotion in both print and electronic copy.
ii. Training of NRC staff in the promotion of Hygiene and sanitation in settlements and school
iii. Developed systems in the promotion of hygiene and sanitation
iv. A progress report on the activities carried out

10. OBLIGATIONS OF CONSULTANT
The consultant will work within the TOR and service agreement to deliver quality output in accordance with the objective of this assignment. The consultant will carry out tasks in a manner that is appropriate and suitable for the Somali context, ensuring the involvement of important stakeholders.

11. OBLIGATIONS OF NORWEGIAN REFUGEE COUNCIL
NRC will undertake to:
i. Assign relevant project staff to assist the consultant
ii. Support the consultant in identifying field assistants
iii. Assist the consultant in arranging initial meetings with relevant stakeholders
iv. NRC will provide field transport, Laptop and space for working within NRC office in Galkaiyo
v. Effect payment of fees and other costs arising from the contract as per agreement
