VACANCY ANNOUNCEMENT, NO. VA-002C/2009 (RE- ADVERTISED)
Post Title: National Programme Officer (Nutritionist) (1 position). Post Grade: NOA
Duty Station: Nairobi with possible relocation to Somalia. Date of issue: 12.11.2009
Contract type: Fixed Term (FT)

Duties and Responsibilities:
Under the direct supervision of the Nutrition Officer and overall supervision of the Head of Programme (Field Operation and Implementation), the incumbent will be the nutrition technical focal point of WFP sub-offices for the design, implementation, and coordination of WFP Somalia interventions aiming at preventing and treating malnutrition. Specifically the incumbent shall perform the following tasks and duties:
1. Assist in programme planning and design:
• Review proposals to ensure technical compliance with WFP/nutrition cluster guidelines and policies;
• Be an active member of the Proposal Review Committee
• Analyse and map gaps in program coverage, identify potential partners and liaise with them and liaise with them in collaboration with sub office staff, to increase coverage and minimise overlap according to resources available;
• Assist sub offices in evaluating CPs capacities for implementing nutrition interventions;
• Stay up to date with other agencies’ interventions in nutrition or related field to ensure sound integration of WFP supported projects within the wider context of the management of malnutrition;
• Participate in field assessment missions.

2. Assist sub offices, partners, and other units in the country office on program implementation:
• Review monthly distribution plan in a timely manner to allow for meeting deadlines in Food Release Notes preparation;
• Facilitate the process of preparing Field Level agreements, addendums, and other related documents for signature by authorised persons;
• Liaise with partners and sub offices to resolve issues and clarify or obtain additional information;
• Undertake frequent field monitoring and on-site mentoring visits to ensure implementation procedures adhere to WFP guidelines and policies (including rations scale, admission criteria, data recording, and reporting protocol) and to improve CP capacity; 

3. Participate in the capacity building of WFP staff and partners to implement nutrition interventions:
• Create training materials as appropriate (hand outs, exercises, presentations etc) and update existing material in line with new recommendations and guidelines;
• Ensure preparation and translation into Somali language of training material as well as guidelines and information-education-communication (IEC) material;
• Organise and facilitate trainings and workshops in the field as well as in Nairobi in collaboration with other units and sub office staff.

4. Assist the Nutrition Officer in other duties as required:
• Represent WFP at the nutrition or food aid cluster meetings and other stakeholders/partners meetings as required;
• Participate in the design and implementation of operational research activities;
• Participate in the production of country office documents (project documents, standard project reports, daily crisis update, weekly executive briefs, monthly donor updates, other reports and communication papers)
• Maintain close working relationship with UNICEF, FSNAU and other agencies involved in delivering food aid and nutrition assistance;

Expected outputs:
1. Distribution of plans coming from the sub offices are validated in time for FRN issuance
2. Proposals are reviewed and FLA are issued in accordance with program strategy and operational priorities
3. Presentations, concept notes and other communication material are produced as required to inform decisions on programmatic issues
4. Assessment/monitoring/field visit reports are produced as produced upon return from the field
5. Final report highlighting projects output, outcomes, lessons learned and opportunity for improvement

Qualifications and Experience:
Education: • University Degree in nutrition , preferably in Epidemiology, Public Health, Food security, Social sciences or a related field;
Experience: • 2-3 years of progressive responsible experience in the field of nutrition/health in humanitarian emergencies.
Language: • Fluency in English & Somali languages is a requirement.
Knowledge: • Fully computer literate, knowledge of a statistical package (Epi info, STATA , SPSS) would be an advantage.
• Knowledge of the latest developments in the area of nutrition and food security in emergencies.
• Strong analytical and communication skills;
• Strong interpersonal skills;
