Job Title: Programme Manager Bay & Galgaduud Emergency Response
Reports to: Country Director
Direct reports: 22 National Staff
Job Location: Depending on security, Baidoa with frequent travel within Bay and Galgadud Regions

Job Purpose:

To coordinate and manage all aspects of the Concern emergency programme in Bay and Galgadud Region and represent Concern to all stakeholders within the programme coverage.

Main duties & Responsibilities:

Programme Management and Development:
- To assume overall responsibility for the emergency programme in Bay and Galgadud Regions of Southern Somalia The intervention covers WASH mainly, with some Livelihoods aspects. DRR, Partner-support, and capacity building are essential approaches in the work. To provide effective and efficient management of the programme implementation in line with programme proposals and donor requirements.
- To support field teams to develop program plans, contingency plans and ensure regular contact for updates on the ground situation.
- To work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for each activity of each program. To ensure that quality mainstreaming of cross-cutting issues is carried out through incorporation of programme plans and development of guidance notes for field teams.
- To ensure maximum participation of stakeholders – promoting inclusivity, consultation, coordination and information-sharing
- To ensure a developmental approach is followed ensuring that participation, community development, capacity building and sustainability methodologies are adopted in the implementation and development of the programme.
- To improve current monitoring tools in place and maintain an effective monitoring and planning system, which informs reporting and programme design.
- To ensure programme monitoring and evaluation is conducted to a high standard
- To ensure timely production and submission of programme reports (monthly, quarterly and donor reports) and budget revisions.
- To provide technical guidance and support in quality programming and specific sector elements to promote staff capacity building and development.
- To keep abreast of best practices in relation to the WASH mainly, Livelihoods, Disaster Risk Reduction and emergency response.
- To contribute to the relevant Sector & cluster meetings (for the various program elements), share information on Concern activities and interventions and promote good relations, coordination and collaboration with other stakeholders in the various sectors.
- To roll-out WASH training materials and ensure uniform methodology applied across the board.
- To link with program managers of other programs in Concern to promote good practice, consistency in the method and quality of our implementation and identify areas for further joint learning
- To support the project teams manage ongoing relations with programme participants and address any potential constraints in a timely manner.
- Together with the Country Management Team (CMT), identify areas for extension of Bay and Galgadud programme ( and in other regions) and the introduction of new interventions in line with the country strategic plan.

Programme Documentation
- Monthly and quarterly reports for internal use
- All donor reporting – primarily Irish aid and ECHO
- Work closely with teams to document programme learning and success cases and disseminate learning within the country programme and organisation in Somalia.
- Quarterly reports will have well developed case studies that can be shared with donors
- Through coaching and mentoring assist staff members in producing quality reports.
- To contribute to the development of organisational learning through information sharing with other Concern fields and SAL where applicable.

Staff Management and Development:
- To line manage and support staff of 2 whilst ensuring that there are clear and defined roles and responsibilities and up to date job descriptions for each staff.
- To establish performance objectives for each of the staff and conduct formal Performance and Development Review (PDR) every six months.
- To build staff capacity through training, mentoring and regular visits as appropriate
- Develop a staff training plan with budgets and logistical arrangements covered.
- To ensure the implementation of administration, finance, human resources and logistics systems in line with organisational policy and best practices.

Financial Management:
- In consultation with the Country Director and accountant, produce timely and accurate budgets and budget revisions for the programme areas.
- To manage programme budget and ensure expenditure is in line within agreed programme plans and budget.
- To ensure that programme expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised.
- To assist the finance team in the timely production of financial reports and narratives.

External Relations:
- To liaise with other organisations with respect to coordination, information sharing and best practice updates.
- To participate in relevant external meetings and workshops in the WASH cluster and cluster
- To establish and maintain effective relationships with local authorities and other agencies implementing programmes in Bay & Galgadud Regions.

Person specification:

Essential:
- Technical qualification in Watsan or a related area.
- Three years water & sanitation project management or
other relevant overseas program experience in emergency/insecure countries.
- Proven track record in staff management (national & international),
- Logistics and admin.
- Strong management skills

Desirable:
- Experience of work in Somalia / Horn of Africa region.
- Knowledge/experience of DRR.
