Somalia Consultancy Services: Proposal Writer

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia.

ADRA is currently implementing an integrated program focusing on WASH and livelihood activities for various vulnerable communities in Bay and Bakol regions and is seeking the services of a Proposal Writer.

Consultancy objective

Obtain the relevant, current data of South/Central Somalia and develop a technical proposal focusing on health and integration of food security and WASH sectors.

Consultant tasks:

Conduct a desk review of background information on Bakol and Bay regions (reports/proposals/assessment, evaluation, medical reports and data).
Design a baseline survey tool and organize with ADRA field staff to carry out survey in the target locations.
Carry out extensive consultations with agencies (UN and NGOs) that are carrying out health programs in the target locations, analyze and collate data and information.
Develop technical proposal following strict donor guidelines and reporting formats that will be provided by ADRA Somalia.
Qualifications and Expertise of the Consultant

A health professional with a Master Degree in Public Health is desired with more than 5 years experience in Community Development and Management of health programs.
A public health professional who has managed health programs in the target locations will be an added advantage.
Reliable and effective analyst with extensive experience in conducting surveys and proven record of delivering professional results.
Must be experienced in proposal and budget development for donor funding programs.
The consultant should be familiar and understand donor guidelines in proposal and budget development for major donors funding for emergency humanitarian programs such as Somalia.
