If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.
The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.
Purpose of the Post:
Under the general supervision of the Community Development Officer, assists in the planning, implementation, monitoring and evaluation of community mobilization and capacity building strategy for to support UNICEF's mission in the joint programme on local governance and service delivery in the zone.
Major duties and responsibilities:
1.Contributes to the development and design of community mobilization and capacity building strategy for the Joint Programme on Local Governance and Community Driven/Recovery Development (CDRD) Programes; and by carrying out/facilitating research and compiling and analyzing relevant data.
2.Assist in building alliances/partnerships with religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on joint programme goals and to solicit their involvement in the implementation of the joint programme.
3.Participate in the design, development, pre-testing and evaluation of culturally relevant community mobilization and sensitization materials/information and activities including the production radio programmes for the joint programme targeting communities.
4.Follows up on the production of materials and oversees the qualitative aspects of production, (e.g., quality control, translation, review of layout and graphic design).
5.Monitors and evaluates the appropriate and timely implementation of community mobilization activities and participates in the evaluation of their impact.
6.Monitors implementation of programme communication activities by reviewing progress and identifying constraints through field visits, consultation with government counterparts, partners and community and UNICEF programme staff. Prepares analyses and reports.
7.Participate in inter-sectoral collaboration, networking and coordination of JPLG activities with all partners including UN family agencies, indigenous and international NGOs, local authorities and with other sectoral UNICEF programmes to ensure sustainable decentralization of services delivery.
8.Attend technical meetings/workshops within the zone, meet local NGOs and zonal-based international JPLG agencies involved in Joint programme and Community Driven / Recovery Development programmes prepare relevant reports and undertake follow-up action related to programme planning, implementation and monitoring.
Qualifications, Experience and Attributes
•University degree in the social/behavioural sciences (Sociology, Anthropology, Psychology) or a related field.
•At least five years experience one of which should be at a professional level managing and implementing projects in the area of community mobilization and social development preferably in the areas of participatory planning, social mobilization and community empowerment as a professional level.
•Knowledge of current developments in the fields of adult learning theory, community organization and participation.
•Proven ability to manage budgets, write proposals, project agreement documents
•Strong community communication skills, willingness to spend time in the field
•Training in community planning, behaviour analysis, formative research, and evaluation of communication interventions.
•Ability to research, analyze, evaluate and synthesize information.
•Ability to express clearly and concisely, ideas and concepts in written and oral form.
•Proven skills in communication, networking, advocacy and negotiation, especially at the community level.
•Computer skills, including internet navigation, and various office applications.
