COUNTRY PROGRAM:  Somalia (Mogadishu)


RESPONSIBLE TO:  Program Director


STATUS:  Limited Term, Minimum 3-months


SUPERVISORY CAPACITY:  National Staff

ARC PROGRAM DESCRIPTION/MISSION


The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.


ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluctheling and the United Nations High Commissioner for Refugees (UNHCR).  The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.    .


PRIMARY DUTIES/RESPONSIBILITIES 



Design and construct appropriate water supply and sanitation infrastructures
Collaborate, plan and negotiate with government officials to fulfill water and sanitation needs for Refugees and IDPs
Manage water supply, sanitation/waste disposal and associated construction projects
Develop, document, and implement written protocols and standard operating procedures for water and sanitation programs
Conduct initial and in-service training for sanitation workers
Establish and maintain a regular system of project monitoring and evaluation
Ensure adequate budget monitoring
Conduct ongoing assessment and evaluation of program needs and consult with the Rapid Response Coordinator regarding appropriate adjustments in program design or implementation strategies
Develop concept papers, proposals, and budgets in collaboration with Rapid Response team
Ensure the timely submission of technical and activities reports from partners and from field personnel and oversee management of local water and sanitation staff.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED


Water, Civil or Sanitation Engineer, or related university degree
Minimum three years experience in managing and implementing Water and Sanitation programs in war affected areas or rural and remote environments
Familiarity with private, US government, UN and multi-lateral donors
Demonstrated success in proposal development and securing donor funding (UN, USG, EU, etc.)
Familiarity or experience with SPHERE Standards
Strong organizational, interpersonal, and communication skills
Ability to work in unstable insecurity environments
Ability to adapt to changing requirements
Ability to work independently and in a team
Fluency in English
Willingness to travel and live in difficult security situations.
