Medical coordinator - Garowe & Nairobi (CCM)

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, Somalia and implementing a variety of health-related projects. In the township of Garowe in Puntland State of Somalia, CCM (in partnership and funded by UNOPS) has been supporting Garowe General Hospital since 2010. In 2013 CCM intends participate to strengthen its action on the hospital and contribute to the improvement of the quality of care, with a specific attention to three departments in particular: the Maternity, the Emergency Room (ER) and the Surgical Department. The action is focused on two principle elements of care, and namely the processes and the structure of care. The interaction and synergy of these two aspects will promote the quality of care as final outcome of the action. In terms of processes of care, the intervention will focus on the definition and monitoring of clinical pathways and procedures to guarantee the management of patients according to standard criteria. The assessment of the health workers’ performance and their compliance with the set standards will promote the detection and rectification of quality problems at early stage and eventually lead to the delivery of a care which is quality, safe and effective. In terms of structure of care, the intervention will focus on ensuring the availability of resources needed to deliver (i.e., supplies and consumables) and monitor (i.e., information system) the expected quality of care.

Location: 70% based in Garowe, Puntland, Somalia and 30% based in Nairobi

Contract duration: 1 year (possible extension)

Start date: February 2013

Duties and Responsibilities of the Medical Coordinator

The Medical Coordinator will ensure a qualified technical assistance for the implementation of the project.

• S/he will support the Project Manager in the planning, implementation and monitoring of the technical activities of the project
• S/he will maintain a close link with the hospital staffs as well as with the international experts involved in guidelines development and training activities
• S/he will ensure a close technical coordination with UNOPS and other technical coordination bodies with the aim of guarantee the full integration of the action in the framework of the development aids to GGH.
• S/he will participate to the analysis of health needs in the hospital and area of intervention, for the identification of possible actions and the elaboration of new projects proposals

In particular s/he will:

• Conduct a clinical needs assessment in close collaboration with the Hospital Management Team (HMT) and the hospital physicians which may provide valid insights and considerations on the nursing and medical procedures applied at hospital level and facilitate the development of standard Guidelines and SoPs.
• Coordinate the Guidelines Working Group, that will be established including experts and physicians from the hospital, the HMT, the MOH and WHO, to support the development of guidelines and SoPs
• Participate to the presentation and sharing of guidelines to local health authorities, to facilitate the endorsement of the document
• Support the planning and organization of trainings to capacitate relevant staff in the utilization and implementation of the developed standards, in collaboration with international experts, physicians and nurses, that will collaborate mainly on voluntarily basis;
• Coordinate the continuous supervision, support and monitoring of staff performance in the management of patients and clinical care provided at hospital level;
• Within the guidelines development process, ensure the sharing of information and best-practices among institutions and agencies at national and international level.

Job profile

• Relevant academic background:
• University degree in medicine or related field. This is a mandatory requirement for all candidates;
• Post-graduate qualification in specific Clinical Care and specialisation in relevant fields is an asset.
• Proven clinical experience. This is a mandatory requirement for all candidates
• At least 3 years of relevant work experience in the coordination/implementation of health projects in developing countries
• Outstanding knowledge of data collection and analysis methodologies and softwares;
• Good technical skills in project cycle management (including proposal drafting, application of management and monitoring tools)
• Good communication and interpersonal skills with national and international stakeholders;
• Demonstrated ability to work in a multi-disciplinary team
• Demonstrated capacity to organize the work and to be focused on the achievement of expected results
• Willingness to work under pressure and long hours, and ability to cope with strict deadlines and complex situations
• Proficiency in the use of Microsoft Office package;
• Fluency in both written and spoken English
• Fluency in Italian would be an asset
• Good knowledge of the Somali contest, in particular related to the health sector, would be an asset
• Good knowledge and previous experiences with international donors funded programs would be an asset
• Good knowledge and proven experience in public health would be an asset
• Past experience with international NGO is an asset
